About This Event

The CTI-CFF Regional Plan of Action is currently undergoing a review in preparation for a strategic refresh taking account of its progress to date – for example, the development of a regional nature-based tourism brand, the establishment of a regional MPA network, declaration of Priority Seascapes –as well as the current regional and global drivers and new opportunities. In this context, the current Ocean Talk will explore through its cases how special status for selected Coral Triangle areas could contribute to both conservation of the natural world linked to responsible use and sustainable economic development. The outcomes of the session will be considered in the strategic refresh of the CTI RPOA going forward.

Objectives

This OCEAN TALK will provide the information and awareness to the Coral Triangle Initiative Member Countries and others on:

a) Ecological, socio economic, cultural and other benefits of Listing unique CT marine areas that fulfils the requirements as a marine Wold Heritage Site (mWHS) under UNESCO World Heritage Convention

b) the ecological, socioeconomic, cultural and other benefits unique CT marine areas that are vulnerable to damage from maritime activities or international shipping to receive special protection as a Particularly Sensitive Sea Area (PSSA) under the International Maritime Organization (IMO)

c) the procedures on how to go the above, in achieving international recognition

d) Ways on how to involve coastal communities and women in the areas

e) Ways on how to achieve sustainable funding for the WHS  and/or PSSA.

Background 

The CTI-CFF Regional Plan of Action (RPOA) was designed to leverage and coordinate action and investment across this vast expanse of ocean space. Goal 1 of the RPOA is “’Priority Seascapes’ Designated and Effectively Managed.” This Goal directs CTI-CFF countries to prioritize large-scale geographies for investment and action and expand the use of best practices in these areas. Under this Goal, the first target includes ‘Priority Seascapes Designated, with Investment Plans Completed and Sequenced’. The Sulu Sulawesi Seascape was the first and only Priority Seascape already endorsed.  

Seascapes are areas in which the management and conservation of natural resources can coexist to provide a pathway towards sustainable economic development. The integrative nature of seascapes allows for the pursuit of a multitude of commitments, targets and goals to improve ecological and socio-economic well-being. A range of planning tools can be utilized to pursue seascapes. Investment in achieving the elements of seascapes will help the CTI countries meet both international and national level commitments and targets.

During the SOM 13 held in Manila on November 2017, one of the Seascapes related decisions endorsed was the decision “Support the continued progress of the Lesser Sunda and the Bismarck Solomon Sea Ecoregion (BSSE) towards “priority seascape” nomination”. This recommendation was also included in the Work Plan of the Seascapes Working Group 2018.  

Following up the SOM 13 decision, a multilateral meeting was held at Jakarta on 20 April 2018 in order to continue the nomination progress of the Lesser Sunda and BSSE as Priority Seascapes. Setting the target of endorsing and adopting the Lesser Sunda and Bismarck Solomon Seas Ecoregion as Priority Seascapes in the upcoming SOM 14 this year, there are several steps need to be fulfilled to meet the procedures for trans-boundary Priority Seascapes designation, as suggested  in the document of Seascapes General Model and Regional Framework for Priority Seascapes.  

Another Seascapes related decisions during the SOM 13 was “Task the Seascapes Working Group to finalize the Updated Rules of  Procedure in time for SOM 14”. This document is essential to play as a guidance for decision making process within the Sescapes Working Group in the future.   

In addition, the Sulu-Sulawesi Seascape Convergence Meeting held in Cebu - Philippines on July 2018 highlighted another concern on the needs of creating sub-regional working groups under the structure of Seascapes Working Group for each of the priority seascape, namely Sulu-Sulawesi Seascape, also Lesser Sunda and BSSE once adopted at the SOM14.

Background

The Marine Protected Area Working Group (MPAWG) is among the five Technical Working Groups that is supporting the six member countries (Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands and Timor Leste) of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) to attain the objectives of the Regional Plan of Action (RPOA), particularly Goal 3 : “Marine Protected Areas (MPAs) Established and Effectively Managed”.

Foremost of the accomplishments of the MPAWG is the development of the Region-wide Coral Triangle MPA System (CTMPAS) which is targeted to be in place and fully functional by 2020 and developed a roadmap to achieve the targets of Goal 3 of the RPOA. To date, six Regional Exchanges (REX) and six TWG meetings were conducted which provided an opportunity for the CT6 countries to prepare the regional MPA workplan as well as the corresponding national plans. The MPA REX also provided a venue for the CT6 to share their accomplishments on MPA management and also to learn from the experience and best practices being implemented by the other countries.

In 2016, the MPA WG conducted the 6 th MPA REX and 6 th MPA TWG Meeting which developed and endorsed the 2017 Workplan. However, since the said workplan was not implemented, the CTI CFF 13 th Senior Officials’ Meeting, endorsed for its implementation in 2018. Part of that workplan is the conduct of the 7 th MPA REX and 7 th MPA TWG meeting.

Objectives

The MPA REX aims to a) monitor the progress of implementation of the CTMPAS; b) identify the indicators as well as develop a sustainable nature/marine tourism brand for the CTI-CFF MPAS with a study tour in Raja Ampat Marine Park; and c) develop the agenda for the 7 th MPA TWG meeting.

Specifically, the Rex will aim to : 1. Revisit and update the MPA M&E indicators and database; 2. Monitor the management of MPAs and status of implementation of M&E tools; 3. Discuss the National Recognition of Effectively Managed / Outstanding MPAs and identify steps towards regional recognition of effectively managed MPAs; 4. Present Updates on 3 rd round of CTMPAS nomination; 5. Identify concrete actions or steps leading towards the creation of the Sustainable Marine Tourism Task Force / identification of the members of the SMTF; 6. Develop the criteria and Branding for Sustainable Marine Tourism in CTI-CFF MPAS; 7. Conduct Study Tour to a MPA Learning Site on Sustainable Marine Tourism; and 8. Develop the Agenda for the 7 th MPA TWG meeting.
