Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) is a

multilateral partnership of six countries – Indonesia, Malaysia, Papua New Guinea,

Philippines, Solomon Islands and Timor-Leste – to safeguard the Coral Triangle region

over the concern of increasing level of degradation of the marine and coastal ecosystems.

The partnership aims to address the threats through collaborative and concerted

eforts, taking into consideration multi-stakeholder participation. At the global scale,

the partnership’s goal is to contribute to the achievement of the UN Sustainable

Development Goals (SDGs) and the Aichi Biodiversity Target as agreed in the UN

Convention on Biological Diversity (CBD), as well as in the UN Framework Convention

on Climate Change (FCCC), to sustain life on earth.

The CTI-CFF was initiated during the Summit of Heads of States of the CT6 on 15

May 2009 in Manado, North Sulawesi. Hence, the six countries have worked together

to improve fisheries policy and practices, to protect ocean habitats, and sustaining food

security. To assist the partnership, the CTI-CFF has established a Regional Secretariat

that was fully functioning in 2015, based on the Agreement on the Establishment of the

Regional Secretariat of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security.

To help with the governance of the Regional Secretariat, there were documents

published and established during the 3rd Ministerial Meeting in 2011, including two

documents, the Staff Regulation and the Financial Regulation, which were placed

together with the Agreement of Establishment and Rules of Procedure in one book.

Since the two Regulations have been through a number of amendments together with

their accompanying Policies and Procedures Manuals and were then established in

the 8th Ministerial Meeting in 2022, the Regional Secretariat sees it best to separate

the Staff Regulation and the Staff Policies and Procedure Manuals, and the Financial

Regulation and the Financial Policies and Procedure Manuals in two separate books

while maintaining the Agreement of Establishment and the Rules of Procedure on its own.

It is my honor to forward the document in providing guidance for the smooth

functions of the established Regional Secretariat of the Coral Triangle Initiative on Coral

Reef, Food Security and Fisheries.
